Contains materials pertaining to Whipper's 1986, 1988, and 1992 legislative election campaigns for Charleston District 109. Whipper was first elected to serve District 109 in a Special Election held in 1986 after the resignation of Robert Woods. She was elected to a full term in November 1986.
