Reverend Whipper was appointed in 1974 to the Office of Assistant Secretary of the National Baptist Convention USA, Inc. In 1994, Whipper was elected Assistant Secretary Emeritus. Contains the sub-series, Annual Sessions and Board of Director Meetings; National Sunday School and Baptist Training Union Congress; National Baptist Congress of Christian Education and Sunday School Publishing Board; and Home and Foreign Mission Boards.
