A celebration which was held throughout the United States during 1977. It was a forum providing women an opportunity to speak at a grassroots level on legislative and executive matters. Whipper was elected to represent South Carolina at the National Conference held in Houston, Texas, 18-21 November 1977. Includes documents from the National Commission of International Women's Year and it's conference.
