Brooks Alford, of Charleston, South Carolina, for reimbursement of extraordinary expenses incurred by him in the performance of his duties as a consular officer of the Department of State in Russia during World War I, and for reimbursement of medical, hospital, and other expenses incurred by him because of disabilities resulting from injuries sustained or illness contracted in the performance of such duties.
