Kennedy Jr. opposing a report of President Truman's Committee on Civil Rights that advocates a permanent Fair Employment Practices Committee (FEPC) Bill, removal of all segregation between races, an anti-poll tax law, and other provisions. In the letter, he expressed his opinion that the South was being abandoned by the Democratic party.
