Scope and Contents

Copies of programs for the keel laying of the nuclear-powered guided missile frigate U.S.S. South Carolina. Representative Rivers gave the closing remarks. The quotation on the plaque attached to the keel of the U.S.S. South Carolina was taken from a speech titled "The Soviet Threat" by L. Mendel Rivers. As reported in The Congressional Record of September 28, 1970. Also included is a copy of the speech given by Senator J. Strom Thurmond at the ceremony.
