Biographical/Historical note
Eugenia Nowell DeCosta Higgins (1898-1993), sixth child of Benjamin and Anna DeCosta, was an Avery Institute graduate and Charleston County school teacher. She married Reverend Samuel Richard Higgins and had one son, Dr. Robert Samuel DeCosta Higgins. Robert married Patricia Jennings had a son, Dr. Robert Samuel DeCosta Higgins, Jr.
