Scope and Contents

Regarding Act No. 513., which alters and reapportions the membership of the Senate into new districts effective 1984. Case alleges that Act No. 513 discriminates based on race and “constitutes a badge of slavery and a deprivation of plaintiff’s constitutional and statutory rights,” since passed expressly to deprive the African-American minority from benefits of enfranchisement.
