The legislation was intended to correct the effects of a decision of the Supreme Court which encouraged injured longshoremen to forsake the benefits of Workmen's Compensation and instead, on the grounds of a breach of the warranty of seaworthiness, sue vessel owners who implead stevedoring companies.
